She inherited the job from some chick who inherited the job from Nick at SFBC, to be the liaison officer for us. Her job was to keep the reins in her hands, i.e. to take care that no open issues remain open, specially if Jiang would complain about something or (more likely) ask that we make yet another add-on somewhere.
It took quite a while until she learned what's where, we really wanted to make Nick out of shit (the meanwhile girl vanished quickly, didn't even memorize her name). But once she learned, she became an excellent interpreter from doctors' [language] into ours. They didn't quite know what's called what in the Feds, and if any error happens they weren't able to quite explain where it occurred, which made it very difficult to find it, we didn't know where to look. When she learned to take that onto herself, we started getting dealt far better hands, and so did she. In the third phase she was our man behind their lines, fighting for us to get what it takes to get the required job done (they keep expecting magic, but for the procurement of wands and bat wings we were somehow supposed to see with their bureaucracy, and then the 'why is this still not finished' gets answered with 'it would have been, had you told your doorman to let us in'). This also boosted their rating there, she was becoming irreplaceable.
Of course, she learned just enough to become dangerous, and was prone to doing sometimes a ridiculous thing or two, in the areas where she lacked clear view of things. Must be that she also thought we command some magic.
Norman would sometimes mention her in sentences like „and of course, the Kimbecile came to a great idea to...“.
