This is one of the originally slavic words (with possible roots in the PIE, sanskrt) which is closely related to its siblings, other words from the same roots, so it has various meanings.
The basic meaning is assembly, convocation, any set of people gatheed in the same place (over a common cause, most of the cases).
Then there is a zbornica, teaching staff room, but it's not clear whether it's where they gather or where they talk (zboriti). The links to this meaning I'll insert in only a few cases, or there'd be seventy of them.
Then in vojska there's a command „zbor!“ (if I remember exactly), which roughly meant „all come here and line up in front of me“. „Zborno mesto“ is the place where the unit is to gather, which was always stated in the invitation for exercises, while I was in the reserve.
In selfmanagement, „zbor radnih ljudi“ (zbor of working people), abbr. zbrlj (which I do use in the original sense, as an abbr. for „brljotina“ - a blotch, messup, in a few places), was an equivalent to the [stock]owners assembly, was the main body for any important decisions in an enterprise (or oour, while that lasted). For operational decisions, there were the director and workers' council (equivalent to board of directors).
In the local communities (boroughs, I'd say) there's a zbor of voters, later zbor of citizens, which was nicely put to use in blockade, because it still existed in the law, and the ćaci powers thought it was forgotten so never found the time to revoke it. The people did remember that, and went on organizing themselves into zbors.
The extra confusion comes from the meaning of zbor in croatian - it's a choir. Poking deeper into language, we'd find sabiranje (addition, as arithmetic operation), nabiranje (pleating), branje (crop, picking), berba (vintage), sabor (which means a large, fair-type gathering in serbian, and parliament in croatian)... lots of honey for lingualists to dip into.
